Assistant General Manager - Interim (Internal District employees only) 

Job Title: Assistant General Manager*               Classification Number: 01-002

Reports To: General Manager                             FLSA Status: Exempt

ACA Status (PT or FT): Full Time                                   Salary Range: $140,000–190,000/yr

*This is an Interim position with an expected duration through the end of 2024.

Summary: The Assistant General Manager supports the General Manager in executing District policies involving all District services, including water, wastewater and surface water management; recreation centers and services, community parks, trails, landscaped parkways; and the Antler Creek Golf Course non-potable irrigation water supply. The Assistant General Manager coordinates with the General Manager and legal counsel to oversee contracts and intergovernmental agreements; coordinate with outside parties including the media; and directly supervise the work of employees in the finance & administration areas of District operations.

Duties and Responsibilities include the following. Other duties may be assigned.

·         Works with the General Manager to oversee all District functions.

·         Develops and implements delegated administrative, financial, and operational policies for the District involving water and wastewater service, community parks, street lights, and the Meridian Ranch Recreation Center.

·         Prepares proposed annual budgets for Board approval with input from District staff and in collaboration with the General Manager. Oversees District spending within approved budgets and provides regular financial reports to the Board.

·         Develops and manages capital improvement programs and projects.

·         Works with staff to develop and implement (with General Manager & Board approval) personnel policies, Recreation Center operating policies, and other policies and procedures of the District.

·         Work closely with representatives of other local governments to negotiate intergovernmental agreements, contracts, and memorandums of understanding; and track the terms of those agreements throughout their life to ensure compliance.

·         Attends meetings and participates in organizations with which the District is associated.

·         Coordinates with and directs legal counsel and other professional consultants (e.g., engineers, architects, financial advisors) on assigned projects.

·         Conducts interviews with media for public relations and other issues.

Supervisory Responsibilities: The Assistant General Manager directly supervises District financial, human resources & administrative operations, and manages projects at the General Manager’s discretion.

Education/Experience: Bachelor's degree (B.A./B.S.) from and accredited college or university in a related field; and five to seven years’ related experience and/or training; or equivalent combination of education, experience, certifications and licenses that indicate the ability to successfully perform the job’s essential functions.

For this position, benefits include:

·         80 hours/year paid vacation, increasing to 120 hours/year after 5 years and 160 hours/year after 10 years

Accounts Payable Clerk (External posting)

Duties and Responsibilities include the following.

·         Performs day to day financial transactions, including verifying, classifying, computing, posting and recording accounts payable data.

·         Maintains accounts payable files to include filing invoices and updating vendor information.

·         Matches contracts and packing slips to bills to ensure accuracy and makes daily computer entries.

·         Prepares payment register with appropriate supporting documentation.

·         Monitors paperwork, invoices, correspondence and verbal communication with vendors.

·         Prepares and prints accounts payable reports, analyzes discrepancies, and recommends actions.

·         Researches and responds to accounts payable inquiries in a prompt manner.

·         Assists with preparing monthly reconciliations for the District’s bank and credit accounts.

·         Assists in the preparation of reports as required to comply with financial reporting regulations.

·         Applies knowledge of accounting principles on a regular basis.

·         Assists as necessary with audit preparation, budget preparation, and improvements to accounting systems.

·         Tracks expenses and processes expense reports.

·         Maintains accounting computer system to include troubleshooting problems.

·         Coordinates with contracted service providers.

·         Provides occasional backup to other administrative staff and Accounts Receivable processing as necessary.

Education/Experience: Associate’s degree in a related field preferred, as well as some formal accounting training. Three years’ related experience required.

Landscape Technician (External - 2 positions available) 

Job Title:  Landscape Technician

Reports To: Parks & Grounds Manager

FLSA Status: Non-exempt (hourly)

Wage: $18.09 – $26.74/hour depending on qualifications

 Meridian Ranch, located in Falcon, CO, is a growing recreation & golf course community dedicated to delivering the highest quality amenities, including landscaped parkways, tree-lined trails, and numerous neighborhood parks. Meridian Service Metro District is recruiting for a full-time Landscape Technician to perform construction, maintenance, and repair of District parks, irrigation, sedimentation basins, and drainage channels.

Duties and Responsibilities include the following:

  • Maintains and ensures proper operation of automated irrigation systems to include mainline, laterals, valves, sprinkler heads, and systems used to deliver water to irrigated areas.
  • Adjusts irrigation systems based on plant material needs, changes, or maintenance enhancement activities.
  • Tracks and maintains inventory of supplies related to parks and grounds maintenance, and assists with improvement recommendations, repairs, and review of new installation plans prior to the bidding process.
  • Locates irrigation systems from utility locate requests in existing and new construction areas.
  • Enhances landscape, including tree and shrub replacement, sod & mulch installation and removal, and seeding of bare ground areas.
  • Removes snow at district facilities to include trails and walks.
  • Repairs and maintains fences, to include stone repair.
  • New landscaping or playground construction installation from start to final punch list.
  • Installs seasonal decorations and supports event staff as needed.
  • Assists with repairs to recreation facilities, but not be limited to painting, stone veneer repair, minor plumbing, and general facility maintenance.

Qualifications: Demonstrated experience maintaining and operating automated irrigation systems and performing other related grounds maintenance duties. Two to four years’ related experience and/or training; or equivalent combination of education and experience is desirable.

Education/Experience: Associates degree or equivalent from two-year college or technical school in a related field is desirable but not required.

Driver’s License: Possess, or obtain upon hire, and maintain a valid Colorado driver's license.

Duties and Responsibilities include the following.

1.            Assists the Water & Wastewater Superintendent, as certified operator in responsible charge (ORC) of water & wastewater, in activities relating to water supply, treatment, and distribution operations; and wastewater collection, lift station, and conveyance facilities in accordance with regulations of the Colorado Department of Public Health and Environment.

2.            Oversees the operation of the water treatment facility, to include chemical dosing, well water testing, and well level adjustment for start and stop operation; and the operations and maintenance of the sewer lift station, metering manholes, and discharge control vaults.

3.            Maintains and operates the sewer collection system, sewer force mains, including manholes, pipes, and outfalls.

4.            Samples water as required per Intergovernmental Agreements with state and local area governments.

5.            Purchases chemicals for the treatment process as well as any needed chemicals used in testing of the water whether automatic testing or daily manual tests.

6.            Samples water as required by Colorado Department of Public Health and Environment.

7.            Tracks pumping rates, volumes and water quality of water wells.

8.            Maintains monthly and annual water volume and usage logs.

9.            Installs and reads water meters as needed.

10.          Reviews and provides input regarding construction plans and observes construction of water facilities.

Education/Experience: High school diploma or general education degree (GED); and four to six years related experience and/or training; or equivalent combination of education and experience.

Certificates and Licenses: Possess or obtain upon hire:

·                     Class C Water Treatment Certificate Required – State of Colorado

·                     Class 3 Water Distribution Certificate Required – State of Colorado

Education/Experience: High school diploma or general education degree (GED); and two to four years related experience and/or training; or equivalent combination of education and experience.

Certificates and Licenses: Possess or obtain upon hire:

·         Colorado water distribution operator certification, Level 3

·         Colorado water treatment operator certification, level C.

·         Colorado wastewater collection system operator certification, level 2 or above.
