Consolidation
Understanding the Proposed Meridian Ranch Consolidation
A proposal to combine Meridian Ranch Metropolitan District and Meridian Service Metropolitan District into one district with one elected board. Eligible voters will decide on this proposal in May 2027.

What's Being Proposed
Meridian Ranch and Meridian Service currently operate as two separate metropolitan districts with two boards. The proposal would combine them into a single district governed by one five-member elected board.
- Two districts become one district
- Two boards become one board
- Everything would be consolidated under one governing body
Current Structure vs. Proposed Structure
| Current Structure | Proposed Structure |
|---|---|
| Meridian Ranch Metropolitan District collects property taxes to repay money borrowed to build community services like water, sewer, recreational facilities, parks, and trails. | One Metropolitan District with one five-member elected board overseeing all district functions. |
| Meridian Service Metropolitan District operates and maintains water, sewer, parks, grounds maintenance, and recreation facilities. | Services (water, sewer, parks, recreation) continue; oversight is combined under a single board. |
Why Now? Background & Timeline
Meridian Ranch has been in a development and infrastructure-buildout phase since 2000. As the community nears buildout, the district structure originally set up for that phase is ready for this natural progression.
What Stays the Same & What Would Change
What stays the same:
- Water, sewer, parks, recreation, and daily operations continue as normal.
- Existing debt obligations remain assigned according to their bond and loan documents; consolidation does not change who owes what or how it's repaid.
- Consolidation itself does not create a new tax.
What would change:
- There would be one district with one elected 5-member board to serve you with the same community services as previously provided.
Financial Information
Existing debt obligations remain assigned according to the applicable bond and loan documents and continue to be repaid in the same manner as today.
Frequently Asked Questions
Common questions about the proposed consolidation, service continuity, taxes, and the voting process are answered below.

Existing debt stays exactly where it is. Each obligation continues to be paid according to its original bond and loan documents, consolidation doesn’t change who owes what.
